Evidence Officer procedures Disposal

 

Oregon State Police Forensics Lab operates a computer-based program called I.B.I.S, which stands for Integrated Ballistics Identification System.  This is a computerized database that links firearms crimes.  All bullets recovered from any crime scene, all cartridge casings recovered from any crime scene and any firearm of appropriate caliber may be submitted for the testing. 

 

Unwanted ammunition / SAFE KEEPING Property Evidence will receive ammunition from the public for the purpose of destruction.  All ammunition up to 50cal may be submitted by the impounding officer as described below but listed as destruct only.  When a deputy seizes ammunition in original packaging or safely contained in other rigid containers they do not need to repackage the bullets.  Use the bellow information for the collection of spent rounds or small amounts (10 or less) lose rounds.  The bellow information is provided for rounds that may contain trace evidence (shooting scene).

 

IMPOUNDING OFFICER PROCEDURES

  1. Place bullets in rigid containers.  (Film canisters)

  2. Place only one bullet or fragment in each container.

  3. Submit all bullets and fragments recovered.

  4. Do not attempt to clean bullets or fragments.

  5. Do not wrap bullets, fragments, etc., in cotton or tissue paper.

  6. Do not place identification marks on bullets, as this could destroy marks made by the weapon.

  7. Do not put bullets or fragments in envelopes.  Envelopes tear easily and allow bio-hazard exposure.

  8. Try to recover any unused ammunition of the same brand and type for test firing and comparison purposes.

  9. Place container with bullet into bag, complete evidence tag and attach it to the packaging.

  10. Complete Forensic Services Form.  Place International Ballistic Identification System (IBIS) in the examination requested box along with any other examinations requested.  Remember:  If you need a report for functionality of the firearm you must ask for a Felony Test fire by the Range Master.  Place the blue & yellow copies into the basket in the Evidence Processing Room.

  11. Complete the property-evidence report.  See Appendix A.  Indicate if item may be disposed of after testing.

  12. Place the yellow and green copies of the property-evidence report in the property-evidence basket in the Evidence Processing Room.

 

Comparison = You have evidence from a crime scene and a firearm that is suspected of being the firearm involved in the crime.

IBIS = You have no suspects, you don’t have a firearm, you have a firearm and it is unknown if the firearm was used in a crime.

 

EVIDENCE OFFICER PROCEDURES

STORAGE

  1. Ensure proper packaging; refer to the example board in the evidence processing areas.

  2. Place one barcode on the item and the corresponding barcode on the property receipt.

  3. Place the item in a location best suited to the size of the article, and area specified by the evidence room guide.

  4. Using the barcode reader, scan the location of the shelf, and then scan the barcode affixed to the item.

  5. Place item in numerical order by case number.

 

DISPOSAL:

Upon authorization or disposition of the case:

  1. Refer to General disposition of items.

  2. Mark as destroyed, and route to the range officer for department use.
