Making Good Use of Surplus Police Equipment by Hector Cornejo

We have all been witness to some amazing changes in that part of the world once known as the Soviet Union. Lithuania was the first of the fifteen Soviet Republics to demand and receive its independence. The price of this independence to some may seem high, but to the Lithuanian people the challenge of reforming every facet of their society is well worth their freedom. Defining and developing a western style legal system is an example ofthe many challenges facing the Lithuanian people. 

The problems facing Lithuania have taken on a more personal tone through a Lithuanian Police Officer pen-pal and my friendship with a Lithuanian-American named Rimitas (Ray) Duda of La Canada, California. Ray Duda has recently returned from two eye opening trips to Lithuania where he met and rode with several Lithuanian Police Officers. 

The average Lithuanian Police Officer is paid the equivalent of $20.00 to $24.00 U. S. dollars a month and has to work with shortages of substandard equipment. Equipment which we as Police professionals take for granted. Shortages of basics such as soft body armor, handcuffs, duty belts and other leather equipment are commonplace. Lithuanian Police Officers are required to turn their handcuffs and service weapons over to the next shift. The Officers are required to draw lots for this equipment. There is an average of 3 sets of handcuffs and 3 service weapons for twelve Police Officers. 

Many of you who read this article may have used and serviceable equipment such as handcuffs, leather items, etc. in your Property Sections. Rather than throwing them away or letting them gather dust, I would ask that your agency consider donating them to the Lithuanian Police. These basic items will be sent to Lithuania and used by some very grateful Police Officers.
